Abstract

This study is one of three companion pieces on various policy themes emerging in distance education; the analysis is targeted to the pre-college level, but many of the themes generalize into all aspects of distributed learning. The other two studies focus on equity issues and on professional development. This piece centers on the emerging technologies and national priorities driving the evolution of the National Information Infrastructure, the new opportunities this creates for distributed learning, and the types of policy issues for distance education that arise as a result of these trends.
